Russian missile attacks on a television broadcast tower in Kyiv and one of the main government administration buildings in Kharkiv on Tuesday appear to be an adjustment in tactics after limited ground incursions into the cities stalled.at 8:01 am local time . Seven people died, the Ukraine government said, although the timing, location and visibility of the attack suggested it was designed to demonstrate that Russian forces can strike across the country at will.

Russian soldiers did not advance further into the capital on Tuesday, and are about 27 kilometres away from the centre of the city,After failing to immediately capture Kyiv and remove the Ukrainian government from power after the invasion began last Thursday, the Russians are attempting to move extra soldiers, weapons and equipment close to the city, analysts said.

Artillery, rockets, missiles and bombs could be used to kill Ukrainians defending the cities with little risk to Russian soldiers. They might also kill and injure many civilians and destroy infrastructure, further damaging Russia’s international reputation and creating even more anger within Ukraine towards its invader.

By allowing civilians to leave, Russians forces may feel freer to use rockets, missiles and artillery to kill the city’s defenders.
