The owner of a downtown San Diego hotel that city authorities declared a public nuisance earlier this year is now facing a lawsuit seeking stiff penalties and a court order barring him from owning any substandard housing in the county.
City declares downtown hotel a ‘public nuisance,’ orders residents to relocate due to safety violations “I’m basically going to be out — bankrupted — because of the way the city is pushing the issue,” Rafiq said. The complaint alleges that since 2011, the city has received 26 complaints regarding substandard conditions including sewage spills, lack of hot water and missing or boarded up windows.The living conditions prompted the City Attorney’s Office to put up the money to relocate 72 residents so far — another 12 remain — and go after Rafiq for the relocation costs of $4,720 per tenant.
