Data confirm that police focused on Balboa Park during the first four weeks of August, even as downtown encampments drop
The camping ban data cover the first four weeks of enforcement, from July 31 through Aug. 27, and were obtained through a public records request. First offenses result in warnings. A ticket is given for the second while a third strike triggers an arrest.
Over the same period, people received more than 480 tickets for misdemeanor encroachment. That number does not include encroachment infractions, a less serious offense. Even as enforcement fluctuates for those rules, separate data confirm what has been visible for weeks: Areas of downtown long covered by encampments are suddenly clear.
