Victoria police confirm Mackay\u0027s parole was suspended after he was arrested on Sept. 1. The parole board will not say why.
According to a report in the Victoria Times-Colonist, Mackay was arrested after allegedly stalking a woman he worked with at a flagging job in Victoria. It said the woman’s mother reported Mackay’s behaviour to police after searching his name and seeing news articles about his parole.

The national parole board granted him day parole for six months on Jan. 13, 2023, allowing him to live at a community residential facility somewhere on Vancouver Island, British Columbia.
At trial, Mackay, a long-haul trucker, claimed he accidentally drove over Paskemin after she slipped on the icy road. According to the parole board, he now admits her death wasn’t an accident, and that “there was a sexual component to the offence.” Prison staff also noted that he has not demonstrated “manageability in a community setting” and is rated a high risk to reoffend violently.
