A review that is to lay the foundation for negotiations over the next school funding agreement has been excluded from considering funding.

A pending report from the Productivity Commission assessing the success, or otherwise, of a national schools funding agreement was hobbled from the outset because an examination of the adequacy and distribution of funding was excluded from its terms of reference.

Australian Education Union federal president Correna Haythorpe says there is a broad understanding of inequality in Australia.“The current agreements between the states and territories and the commonwealth expire at the end of next year, so a big job for Jason Clare, the new education minister, and the new federal government will be to negotiate new agreements for 2024-2029,” Correna Haythorpe, the national president of the Australian Education Union, said.

The most critical issue in the next agreement will be a fully agreed amount under the schooling resourcing standard for public schools. This is an estimation of how much total public funding a school needs to meet its students’ educational needs. The SRS is based on recommendations from the 2011 Review of Funding for Schooling led by David Gonski.The SRS funding amounts for 2022 are $12,462 for primary students and $15,660 for secondary students.

One analysis found the combined underfunding of public schools totalled $27 billion over four years, or about $10,000 for every public school student in Australia. In the decade to 2020, funding for non-government schools including the Catholic and independent sectors rose by $3338 per student, compared with $703 per student for public schools.
