David Graham, 41, has been suspended by the Labour Party and stepped down from his council appointments in Fife following the probe.
A Scottish Labour councillor has been charged in relation to alleged grooming offences following a police investigation in Fife.
The 41-year-old was first elected to office in 2012 for the Buckhaven, Methil and Wemyss villages ward. He sits on the cabinet committee as the spokesperson for health and social care.
