WASHINGTON—The Senate moved to prevent President Trump from redirecting military funds toward a border wall, voting to once again cancel Mr. Trump’s emergency declaration at the border by approving a resolution that likely faces another White House veto.
The resolution passed the GOP-controlled chamber Wednesday with 11 Republicans voting yes and was likely to sail through the Democratic-controlled House, but it fell short of a veto-proof majority.
