A newly installed air conditioning unit rumbles in Andrea Marie Willis’ unit at the Wheatley Senior Apartment Complex on Friday morning. Texts from neighbors in distress buzzed Rita Bethany as she worshipped at New Union Missionary Church one Sunday morning in mid-June.

Residents know to contact Bethany — she’s a network contractor with WestCare Foundation and a rapid response member with Neighborhood First Alliance. A longtime East Side community advocate, she spread word of their plight. Management said contractors are still securing required parts and there is not yet a completion date for repairs.

The complex is where the Wheatley Courts once stood. The housing project, built in 1941, sprawled across an area with high crime rates and unemployment.
