“The Victorian Government has made it clear to the Commonwealth that we expect NZ passengers who have not undertaken quarantine will not be permitted to board flights in Sydney bound for Melbourne.”The Australian Border Force declined to comment and said it was a matter for Victorian authorities. Mr Andrews said he was confident of getting to the bottom of the issue by the end of Saturday and he did not think the travellers necessarily needed to be tested for COVID-19, given they had come from a country with no community transmission.
