An Accrington shop could lose its licence after repeatedly being caught selling alcohol and cigarettes to 14-year-olds.
Mr Nawaz will be hauled before Hyndburn Council's Licensing Sub Committee next week and faces losing the store's licence at the request of Lancashire Constabulary. Ahead of the meeting, licensing officer PC Phillip Needham and Lancashire Trading Standards submitted reports detailing the store's long history of issues which required their involvement.
A second test purchase was carried out 11 days later and the sale was this time refused. More checks were carried out in October, with Mace again among the shops visited. This time, two 14-year-old boys entered and bought a bottle of cider. PC Needham's report states that Mr Nawaz asked the boys for ID and when one replied "I have not got it on me at the moment", the shop owner said, "just bring it with you next time". Another fixed penalty notice was later issued.
Mr Nawaz was prosecuted for this in October 2020 and fined £133. But one month later he sold cigarettes to a 14-year-old test purchaser and would go on to be prosecuted again and fined another £200. Complaints about underage sales continued to come in from members of the public and another test purchase was carried out in October 2021 and again failed by Mr Nawaz.
