The Albanese government will boost migration at the October budget to help fill urgent skill and labour shortfalls, as part of an emerging deal with unions for longer-term policies to train Australians.

It is understood the migration changes, yet to be finalised, will be rushed into the October 25 budget while some of the longer-term changes agreed to at the jobs summit will be fed into a white paper that will generate policies for subsequent budgets and the next election. Capacity utilisation – the level of output compared to the maximum level possible – climbed to a record 86.7 per cent in July, well above the long-run average.

“But we welcome a discussion about the priorities of unions and businesses and others in the lead-up to the summit.”
