State comptroller raps North Bergen school district, again, over ‘wasteful and excessive’ payouts

Contradictory to state reforms enacted in 2007 and 2010, North Bergen policy permits employees to receive terminal pay capped at $15,000 upon separation from employment, not just at retirement, after 13 years of continuous service. District officials Thursday were critical of the report, calling it’s tone “accusatory and sensational.”

The school district is not facing a lawsuit or fines from the state, but the OSC directed it submit a written update regarding its compliance with the OSC recommendations within 90 days and every 90 days thereafter. The OSC has notified the state Board of Education, the commissioner of the Department of Education, and the Hudson County executive county superintendent of the findings “for any actions that are appropriate,” an OSC spokeswoman said.

In some cases, the OSC did not question whether the district was spending money needlessly, but noted that the district did not provide any evidence of meetings conducted to weigh the costs, for example, of having an in-house legal team or having an outside firm under contract.
