State System of Higher Education Chancellor Dan Greenstein fielded questions on budget, university consolidations and more from lawmakers on Wednesday.

During the hearing, Greenstein said the governor’s budget proposal wouldn’t be enough to cut the tuition rate. But he added it would allow universities to increase the amount of money they apply to student financial aid by $30 million, to $130 million, which could help some students pay their college bills.
“We’re pricing our people out of post-secondary education and by pricing them out of post-secondary education in effect, we deny them the opportunities to participate in the global economy, in Pennsylvania’s 21st century economy,” Greenstein said. “Tuition is the greatest single obstacle to enrollment.”
Much of the conversation during the hearing focused on the consolidation of California, Clarion and Edinboro universities into a single institution named Pennsylvania Western University and Bloomsburg, Lock Haven and Mansfield into another. Those consolidated universities are set to open this fall and will reduce the number of state universities from 14 to 10. However, no campus is being shuttered.
A testy exchange occurred during questioning from Rep. Peter Schweyer, D-Lehigh County, who has been critical of the university consolidations. He said the chancellor has been saying that this move would lead to expanded opportunities for students but now he is hearing of majors being cut.
