George Floyd's brother Philonise chokes back tears as he challenges the United States Congress to 'stop the pain' and make sure his brother did not die in vain when he was killed by Minnesota police.
"I'm here today to ask you to make it stop. Stop the pain," Mr Floyd told the silenced hearing room.
"George wasn't hurting anyone that day. He didn't deserve to die over $20," Mr Floyd said in reference to the allegation that George tried to pay a shopkeeper with a counterfeit $US20 bill."The people marching in the streets are telling you enough is enough. Be the leaders that this country, this world, needs. Do the right thing," he said.
Senate Republicans are working on rival legislation, due to be released on Friday, which touches on many of the same areas but emphasises the collection of data rather than changes in laws and policies in key areas.
