Pecan Valley Golf Club and nearby vacant land was to become a community for active military personnel, veterans and their families. But a decade after Valor Club was announced, those plans have yet to materialize.

Deutch, based in California, is a managing member of The Valor Club Partners LLC, which bought the golf course from PVG 2008 LLC along with adjacent properties from various entities, while McDowell is CEO of Valor Club and is spearheading efforts to engage local participation. The land of the former course was part of an ambitious redevelopment project until it was foreclosed on, leaving the developer with a much smaller footprint to work with.With plans that call for about 1,400 residential units, efforts to secure financing and developers to build market-rate housing have gone nowhere.

Valor Club Partners is seeking to partner with the San Antonio Housing Trust, a city nonprofit, to build about 324 apartments along Southcross Boulevard for families earning below the area median income. Working with the housing trust enables a multifamily developer to receive a property tax exemption in exchange for reserving at least half of a project’s apartments for residents earning less than the area median income.

Deutch and McDowell referred questions about how much land was foreclosed on to their attorney James Griffin, who did not respond by press time. Deed records indicate that it’s more than 160 acres. Deutch, meanwhile, said losing the land was not a major setback, since much of it is in a floodplain and is not ready to be developed.

He said he struggled to get used to living on his own and to find a job that would pay enough for him to stay in Los Angeles, where he was living at the time. As he conducted research and surveyed and interviewed military personnel, he became convinced that combining housing, services and job training through partnerships with other companies and organizations could help them adjust to civilian life.

It hosted the PGA Championship in 1968; the Texas Open in 1967, 1968 and 1970; and the United States Golf Association’s U.S. Amateur Public Links Championship in 2001.The course was owned by PVG 2008 and managed by Foresight Golf LLC, real estate records indicate. Along with housing, retail and services, early plans included a 200-room hotel and event center, a handicap-accessible golf course, a BMX racetrack, an athletic facility, and mental health and job training services.

A golf cart trail cuts through the grass of the former Pecan Valley golf course on the Southeast Side.Masters Ranch, a 252-unit complex, opened in 2017 as the first piece of Valor Club. Local developer Mike Hogan built it with the housing trust.The complex is no longer affiliated with Valor Club. Pedrotti is not part of the project anymore either, and the original plan has morphed.

A ban on using low-income housing tax credits was also lifted, paving the way for the apartment project with the housing trust.
