The findings of an independent inquiry put the NSW government on a collision course with the ASX-listed motorway giant, which controls 11 roads in the city.

Already a subscriber?Transurban should be forced to renegotiate the tolls on all its Sydney motorways, and the NSW government must reduce the amount paid by drivers in the city’s west, a review of the system, led by former competition watchdog chairman Allan Fels, says.

But drivers in Sydney’s north and east – areas predominantly held by the Coalition – would pay more, with the Fels review recommending two-way tolling on the Sydney Harbour Bridge and the Sydney Harbour Tunnel, as well as on the Eastern Distributor.

It said changes to concession agreements could lead to “material” tax and stamp duty costs that would need to be considered in any compensation discussions, and could trigger defaults on loan agreements.
