Governments have previously used the 'divide and rule' strategy on Australia's universities. It's playing out again with the proposed international student caps, writes Conor Duffy.

"For universities all up, it means they'll be able to enrol about as many international students next year as they did last year, 2023. For some, it will be less, and for some it will be more. The big winners are regional universities," Mr Clare said. Melbourne University Vice-Chancellor Professor Duncan Maskell said the cap would be detrimental to the nation for years to come.

Charles Darwin University welcomed certainty from the announcement but said it hoped to improve on its cap of 2,200 new international students. "Most of the 1,350 international students who studied nursing and midwifery with us last year have gone on to work in Western Sydney's overburdened hospitals. They are helping ease the region's nursing gap with the local health system forecast to be short of 10,000 nurses next year."

While all Australian universities conduct both teaching and research, the Go8 universities can generally attract the best and brightest. The government would say these universities have seen such rapid growth in international students that it's fairer to funnel students elsewhere.
