How the stadiums for the Qatar World Cup were built has become one of the tournament's biggest flashpoints

Back when Qatar was still a long shot bidder to host the 2022 World Cup, its proposal was for 12 air-conditioned stadiums scattered around the country, including nine that would be built from scratch. All in all, it was a $3 billion project, according to bid documents.

As it turned out, the plan was a little ambitious—even for a country with the seemingly bottomless resources of Qatar. The group stage will instead take place across eight climate-controlled venues, seven of which didn’t exist 15 years ago.
