Cuyahoga County is hoping its fourth attempt to sell the former juvenile justice center complex will be successful, now that it has spent millions of dollars abating it to help make it more attractive to prospective buyers.

The county issued a request for proposals last week, soliciting new owners for the 166,750 square-foot, four-building complex, adjacent parking lot and surrounding 5-acre property at 2163 Cedar Ave. Now, the county is hoping to recover some of its investment, said Councilman Scott Tuma. He chairs the Public Works, Procurement & Contracting Committee that challenged the administration about putting money into a building it was trying to sell.
The building was first put up for sale in 2012, after the juvenile court moved to its new detention center and courthouse on East 93rd Street and Quincy Avenue. For the next seven years, it was used for public safety training exercises, but largely sat vacant beforeOver the years, it has been eyed for a charter school, mixed-use housing and or a medical facility, but none of the plans came to fruition.
