The 300,000-a-year housebuilding target was amended to be advisory rather than legally binding following the showdown. In response, the Government set up a consultation to explore how local authorities can demonstrate support for future projects while also responding to concerns from their communities.
Mr Sunak had pledged during his leadership campaign that he would scrap the moratorium and could have prevented the appearance of a climbdown by announcing the move earlier. Facing a rebellion on one of its flagship and most-awaited bills would have been challenging for Mr Sunak’s Government. The bill is set to be amended, following representations from right-wing MPs, to give the Home Secretary powers to ignore last-minute injunctions made by the European Court of Human Rights – known as Rule 39 orders – issued to prevent deportation flights.
