Does the Government propose to reform the Civil Service or simply cut its size? The former might lead to better administration, the latter will not. The closure of the fast stream recruitment system for graduates suggests the aim is simply to fulfil Boris Johnson’s ambition to shrink the complement by a fifth with a freeze on new hirings.
