People of color are disproportionately affected,Technically, the United States doesn’t have one criminal justice system. Instead, it has an intersecting web of local, state, and federal prisons and facilities that work in concert, so prison gerrymandering affects a wide range of people.
The communities that imprisoned people call home are often affected by all sorts of systemic economic and social problems, Adolphus Belk, PhD, a political science and African American studies professor at Winthrop University, says. The residents in these areasissues such as inadequate housing, lack of employment opportunities, health issues, and poor air quality, he explains.
