A dramatic rise in daily coronavirus deaths and an all-time high rate of infection in Mexico this week dampens expectations for the full reopening of Latin America's second-biggest economy.

Low rates of testing, true death count likely far higher

The Government only acknowledged 1,332 COVID-19 deaths at the time, less than a third as many as the investigation revealed. "The Mexican Government, unlike many and perhaps most governments, has declared that its epidemiological policy has no intention of counting each and every case," Mr Lopez-Gatell said.
