The county launched an investigation in January after the associate warden, Jennifer Frame, received an anonymous tip that correction officers were stealing and giving away food and toiletries from the commissary.

Three correction officers were terminated in June after they were seen on surveillance eating and giving away items from the jail's commissary. CLEVELAND, Ohio – Three correction officers at the Cuyahoga County Jail were fired for stealing commissary snacks for themselves or inmates, according to county records.

According to a sheriff’s department report, Sims was caught on surveillance removing and eating food from the commissary Jan. 11-12. “When you take long-term officers with little to no discipline, and then fire them for something that was common practice within the jail, of course, we’re going to fight zealously and do everything we can to get their jobs back,” Chaloupka said.

He watched other officers let inmates take items before, he said. Colon also admitted that he had taken items to eat from the commissary line at least once or twice a week, he added. “It was permissible within the commissary,” Chaloupka said. “It had been going on for decades. It probably should not have been going on, but at some point, it was authorized by the supervisors. And it just kept on going. It started with damaged goods and expired goods, and then it led to actual goods.”

In an administrative review March 7, Clark admitted she bagged commissary items from the line for inmates to take back to their pods. She was never given permission to do that, but she had never been briefed by a supervisor on the job details required for the commissary unit, she said.
