That’s how the system operates these days, and the MLB Players Association is sick and tired of it. The union has made numerous protests and has gone back into collective bargaining, trying to no avail to fix the issues. Adam Jones didn’t sign a $3 million deal until March 11 with the Arizona Diamondbacks. It was his only offer. At 34, he’s again a free agent, having recorded a minus-0.4 WAR this past season.

To be sure, the slow pace of the market is dictated by super-agent Scott Boras, who has no compunction about keeping a client out until he gets the best deal, as he did with Hosmer, Martinez and Harper, although he whiffed badly on Keuchel. MLB owners seem content about all this, working within the constraints of the current Basic Agreement, which expires after the 2021 season.. “We’re prepared to live with it. We’ve talked to Tony. But until then, there’s the matter of the here and now. The players are tired of the news of free-agent signings being either slow or non-existent as the 30 teams come to spring training with rosters that are at best incomplete. The St. Louis Cardinals, who spent a 12th in the league $162 million only to be swept out of the National League Championship Series by the eventual World Series-winning Washington Nationals, don’t seem willing to increase player payroll budget.
