The government bureaucrat in charge of overseeing Crown Perth's operations had been going away on weekend fishing trips with a senior executive since 2013 and sold him a boat, the royal commission into the WA casino industry has heard.
Mr Connolly said he first became friends with Mr Marais — Crown Perth's head of legal and compliance — through their work.The men attended monthly operational compliance meetings between the department and Crown, alongside another of Mr Connolly's friends Paul Hulme. "I provide them with the best advice I can provide them and I will always articulate to them why I think a position, or try to, why a position is the right position or not, and why something is the wrong way to go."Mr Connolly said he had informed his boss — former Department of Racing, Gaming and Liquor director-general Barry Sargeant, who gave evidence yesterday — of the fishing trips verbally and put details of one in an email.
He said he never declared any of the fishing trips or friendships to the GWC, although he regularly advised it on the regulation of Crown.Both the department and the commission have conflict of interest policies which outline that employees must declare any actual, perceived or potential conflict of interest.A lot of the hearing was taken up with discussion about Mr Connolly's substantial role in the regulation of Crown Perth.
