The Department of Communities boss says a lot of work is required to restore public confidence in the organisation in the wake of the scandal.

The Department of Communities director-general Michelle Andrews said charges being laid against Mr Whyte represented"a moment of crisis" for the organisation, sending"shockwaves" through the workforce.

"This event strikes at the heart of their values and they feel their integrity has been challenged and they are shattered by this," she said.Addressing hundreds of business and government leaders at a lunch hosted by the Committee for the Economic Development of Australia , Ms Andrews indicated public sector staff had assisted the investigation into the alleged corruption.

"There were some individuals who had the courage to come forward — to come forward to important institutions in government such as the CCC — and I want to acknowledge those heroes," she said.
