"There is only one solution and that is to come up with a proper framework in place for them which has a standard operating procedure for anyone in the marketplace but also caps the number of bikes.City of Sydney Councillor Adam Worling has also called for action over bikes badly parked or dumped on pavements.He has called on NSW Transport Minister Jo Haylen to act.
"NSW councils do not have regulatory control over bike-share operators," a City of Sydney spokesman said. "But without a permit system for companies operating bike-share, penalties cannot be imposed on operators.
