Walkouts are planned for 1 and 3 February after the Aslef union calls a pay offer 'clearly unacceptable'.
But Aslef's Mr Whelan said the offer had been "rushed" and was not one designed to be accepted.
Aslef, which represents the vast majority of train drivers, is unhappy both with the process by which the RDG's initial offer was made, and its contents. The government says the offer is fair and reasonable, while the industry argues proposed changes will make services more reliable.
