One consequence is the difficulty of building prefabricated or "modular" homes in Australia, a method popular overseas which can unlock greater scale for developers. The differences between Labor and the Coalition's plans to ease the housing crisis are becoming clearer, with the opposition betting that Australians prefer detached dwellings in outer suburbs rather than high-density housing.
Mr Chalmers will argue the recent figures are distorted by the pandemic, when productivity was artificially high because fewer hours were worked.
