Officials order evacuations in high-risk coastal area in latest in rapid series of ‘atmospheric rivers’ to hit state

A wharf at the nearby Seacliff State Beach was also heavily damaged.

In San Francisco, mayor London Breed, said at a news conference that the city was “preparing for a war”.
