President Trump has now slashed Obama's proposed 2017 refugee cap by 80%.

He also signed an executive order on Thursday which requires state and local governments to give consent before refugees can be resettled in their communities. Over the next 12 months, the majority of the 18,000 places will be reserved for Iraqis who worked with the U.S. military while 5,000 persecuted religious minorities will be allowed into the country. In addition, there are 1,500 places for asylum seekers from El Salvador, Guatemala and Honduras.

The U.S. Refugee Admissions Program was established in 1980 when the Refugee Act was passed by Congress. After taking office, Trump cut the limit to 50,000 in 2017, 45,000 in 2018 and 30,000 this year. The new 18,000 capwith the 231,700 limit in place at the program's outset under the Carter administration. Trump has considered effectively ending the program by reducing the cap to zero but he has kept it running due to pressure from lawmakers from both parties.
