A federal court in California says government officials are not doing enough to protect the large mammals from fishing lines. Commercial fishing operations trying to catch bottom dwelling fish use long ropes to connect fishing pots on the ocean floor to buoys on the surface. Humpbacks can get tangled in the ropes that connect the two. And it happens as often as 25 times a year.
