Despite a waiver for HIV/AIDS programs, the UN's main program on HIV and AIDS (UNAIDS) says the US freeze on foreign aid is causing 'a lot of confusion' and impacting community-level services, including medication delivery and health worker support.

The UN’s main programme on HIV and AIDS has said the freeze on US foreign aid is causing “a lot of confusion” despite a waiver being placed on HIV/AIDS programmes. Last month, President Trump announced an immediate 90-day pause on all foreign aid , but Secretary of State Marco Rubio later announced a waiver for “life-saving humanitarian assistance”, including HIV treatment.

Speaking to reporters in Geneva on Friday, Christine Stegling, deputy executive director of UNAIDS, said there was still “a lot of confusion especially on the community level”. “Community delivery of medication of transport services, community health workers, all of these services are currently still impacted,” Stegling said. Aid agencies have spoken previously about the damage a 90-day pause would do to their services.
