The rise of people in hospital comes as the state officially records more than 28,000 new COVID-19 cases, taking the number of active infections to more than 237,000.

Victoria's COVID-19 hospitalisations have risen to 1,114, up from 1,054 reported a day earlier, and the state has recorded a further 13 deaths.There are now at least 237,559 active cases in the state.

While the daily numbers of new infections have plateaued, authorities are not yet confident the state has reached the peak.
