Victoria has surpassed 2,000 cases in its daily COVID-19 tally, which is the state's highest daily total since late October. There are 398 people in hospital, including 72 in ICU.
Testers processed 85,112 results on Wednesday, while 16,758 people were vaccinated in state-run hubs.
Before the meeting, Acting Premier James Merlino said officials would consider his advice and described mask wearing as a "small inconvenience for a significant public health benefit". Meanwhile, Victoria's testing system continues to strain under the weight of holidaymakers seeking a swab for interstate travel, with at least 20 sites across Melbourne temporarily closed as of 9am after reaching capacity.
