Education Minister Ben Carroll said the government had committed $48.3 million to implementing all nine of the board of inquiry's recommendations. The new inquiry was one of the key recommendations to emerge from the board of inquiry into historical child sexual abuse at Beaumaris Primary School and certain other government schools,, in Melbourne's bayside south-east, and 23 other government schools at which the four alleged perpetrators also taught between the 1950s and 1990s.
The inquiry's detailed "perpetrator narratives" shocked even survivors who had known for decades that their childhood cries for help had gone unheeded by school principals and department administrators.Despite his 1985 conviction for sexually abusing boys from Derinya Primary school in Mt Eliza, MacGregor was kept on staff in an administrative role for a further seven years, retiring with his full employment entitlements in 1992.
"They did not do — they fell a very long way short of doing not only everything that could be done but anything that could be done, in any real or substantive terms, to protect children. I'm aware of the damage that has done. I apologise profoundly for that and express my ongoing regret that that was the case.
