Dr James Scheibner, a law lecturer with Flinders University, said if the database was not located in Australia there might be issues around the cross-border transfer of personal or health information. “If it were shared for any other purpose, such as law enforcement, the department would need to rely on the alternative grounds to justify the use and disclosure of personal or health information.”
