Mr Connell said no referendum “has ever passed” if either the Liberal or Labor Parties opposed the motion. “Bipartisanship brings constitutional change – a voting population divides when our parliament is polarised," he told Sky News Australia.“Constitutional change in Australia is difficult,” Mr Connell explained as he mentioned Labor’s 96 per cent failure rate from 25 referendums."
