The amount of waste, and the length of time it had been moving through the county, was unknown to Hidalgo and other county officials until Thursday, she said. She said she first learned about the contaminated material from a TV news reporter on Wednesday night.

She said her office had been in contact with the company, the U.S. Department of Transportation, the Environmental Protection Agency, the Texas Commission on Environmental Quality and outside industry and environmental experts.
