The House Ways and Means Committee on Tuesday advanced the bill to implement the new North American trade pact, clearing the way for a floor vote later this week.
“These changes set a new standard for U.S. trade agreements and demonstrate that trade agreements can achieve broad bipartisan support if they empower workers, protect patients’ access to affordable health care and improve our shared environment,” Chairman Richard Neal said during the markup. On Monday, the House agreed to a rule for USMCA that will allow lawmakers two hours of debate to be equally divided by Democrats and Republicans. Under the trade promotion authority law, the deal must be passed in an up-or-down vote by both chambers with no amendments to ensure a swift passage.
But the USMCA will not be fully ratified by the end of the year as the Trump administration had originally hoped.
