This is a punishment that would see minimal political fallout, as the penalty is uniform. Red Bull would likely appeal, but would equally likely lose. It would act as a serious deterrent to any team plotting breaches. F1 teams care only about two things: power and lap time. Take away both, and watch teams fall into line.Reducing the future money available to a team works in principle, however, there is nothing to stop Red Bull from breaching its lowered cost cap as well.

There are no easy answers to the Red Bull budget cap breach. The FIA needs to show its strength in its response, or lose almost all credibility. Policing a cost cap is a difficult endeavour, however, the cap exists for a reason. The sport must rein in its costs. Allowing a team to breach the cost cap and receive an inconsequential punishment that keeps its competitive advantage is about as pointless as Pirelli creating a square tyre.
