What to know about Manhattan's congestion pricing plan—the first of its kind in the U.S.

Motorists will be able to pay using credit or debit card, check, by telephone, online and “any other method of payment” that the authority determines. The money raised by the congestion charge will go toward reforming the Metropolitan Transportation Authority , which runs the city’s subway and bus system.
