Lo'ak's ability to communicate with Payakan the Tulkun in Avatar: The Way of Water is never fully explained, but there is secretly a reason for this.

While Avatar: The Way of Water never explains Lo’ak’s linguistic bond with his Tulkun buddy Payakan, there is a justification for this apparent plot hole. The Avatar movies have an immersive, complicated lore and, while 2009’s original Avatar did a lot to introduce viewers to the world of Pandora, its sequel was less concerned with this.

The story of the original Avatar saw Jake learn to accept that he wasn’t able to control Pandora or the Na’vi, and Avatar: The Way of Water proves that the mysteries of the Metkayina are equally unpredictable.
