But the Property Council's Brian Wightman believes complex planning decisions should be taken out of the hands of councils all together — and given to an independent development assessment panel.

"It would be a far better process to remove that from the remit of councils and place it in the hands of experts," he said. Mr Wightman said going into a council decision knowing both sides were planning to appeal was"a complete waste of time and money".
