If Daniel Andrews wins the November election and hangs around until Easter next year he will surpass John Cain’s record as Victoria’s longest-serving Labor premier.

Victorian Premier Daniel Andrews responds to the Watts report which found ‘extensive misconduct’ by Labor MPsAndrews described the behaviour as “disgraceful” and promised sweeping parliamentary changes designed to boost integrity as well as organisational reforms to tackle branch-stacking in Labor. Instead of the bold reforms needed to unpick this problem, Labor will require new members to flash a photo ID when signing up and ensure they pay for their own memberships.

As the report concludes, “rules can provide the impetus for cultural change, but can equally be rendered ineffective by an apathetic or resistant culture”. Such a reform would be more effective at collapsing the perverse incentives for branch-stacking than electoral roll compliance measures. “There needs to be a change in the culture of the organisation, to create a culture in which the interests of the Party as a whole are always put ahead of factional interests,” he said at the time.
