ANALYSIS: Analysis: Why the Coalition is misleading on meeting Australia's Kyoto 2020 target

In the case of the 2020 target, the department estimated Australia's"emissions budget" for the entire eight-year period was about 4.5 billion tonnes. The most up-to-date forecasts available when the Coalition came to power had been released almost a year earlier, in an October 2012 report.

This moderation was the result of rising wholesale prices for electricity, the closure of big, ageing coal-fired power stations, and investments in renewable energy. It found that actual emissions under Labor in 2013 were significantly lower than had been anticipated a year earlier. The inclusion of the carry-over, worth 128 million tonnes, was not factored into the 2012 estimate cited by Mr Taylor.

In 2013 and 2014, when Labor's carbon tax was still operating, Australia was significantly ahead of the target for those years.
