With three out of five members of Harris County Commissioners Court up for re-election and early voting just one month away, the county's budget process has stalled twice as the parties have exchanged accusations over law enforcement funding.

Hidalgo argued the county needs more law enforcement officers across the board – investigators, detention officers, district attorneys – not just patrol officers, and she did not want to reward the constables who complained about their budgets to the state, which she described as extortion.
