Restrictions may have eased slightly, but it was still a good day to stay home.

Melbourne has endured its coldest day of the year as a severe weather warning and buckets of rain marked the chilliest start to winter in decades.

"Since 9am, the heaviest falls have pretty much been in the eastern suburbs of Melbourne as that change came through," weather bureau senior forecaster Miriam Bradbury said.Ferny Creek in the Yarra Ranges had 23 millimetres between 9am and 5pm, the most of anywhere in the state. However, she said there would be an easing trend through the evening. Damaging southwesterly winds with gusts of up to 100km/h remain a possibility for Monday night within the weather warning area.

"We'll definitely get calls tonight, and if it comes with some rain, flash-flooding too," he said earlier on Monday.
