Black Dallas residents and those living in southern parts of the city are more likely to be unhealthy and have a dearth of access to health care, a new report found.“Chronic disease and obesity are some of the major causes for disparity in health that we see,” said Philip Huang, the county’s health director. “You’re really just spreading that message and aspiring to get people access to fruits and vegetables.”, Huang said, chronic disease prevention is a priority for him and the department.
